Mr. Birkholz has an extensive career in commercial banking, starting in 1981. Now serving as Commercial Center Banking's Senior Vice President for the Auburn division of Umpqua Bank, Mr. Birkholz was Chief Executive Officer of Auburn Community Bank, a subsidiary of Western Sierra Bancorp (NASDAQ:WSBA). In 1988, he started his community banking with Jack Briner at Auburn Bank of Commerce. In 1998, he joined Mr. Briner as Executive Vice President and Chief Credit Officer in the formation of Auburn Community Bank. He has served in numerous civic leadership positions throughout his career including Advisory Council for the Sierra College Small Business Development Center and Advisory Board of Resource Capital, Sacramento SBA Certified Development Company and as Deacon of the First Baptist Church of Auburn. Graduating with honors, Mr. Birkholz earned a Bachelor of Science in Business Administration from California State University in Los Angeles.
Justice Sparks was born in Sacramento, California on March 19, 1933, the son of Judge Lowell L. Sparks of the Placer County Superior Court. He attended the University of California at Berkeley, where he obtained his B.A. in 1955. After serving in the United States Navy, Justice Sparks attended Boalt Hall School of Law, at the University of California. He obtained his J.D. from that school in 1961. There he was Note and Comment Editor of the California Law Review and was elected to the Order of the Coif. Justice Sparks was in private practice in Roseville, California, from 1963 to 1967. During that period he also acted as Assistant City Attorney for the City of Roseville. In 1963, Justice Sparks became the Chief Deputy District Attorney for Placer County. He served in that capacity until he was appointed to the Placer County Superior Court in 1977. He was elevated by the governor to the Court of Appeal for the Third District in 1981. Justice Sparks has served on various judicial and legal panels during the course of his career. He is married to the former Mary Hughes and has three children.
Pamela Constantino recently ended her term as President and Co-Owner of Polycomp Trust Company, a public trust company that serves as a custodian for over 3,000 self-directed IRAs. She has been working in the retirement plans industry for over twenty-five years. Ms. Constantino received her Bachelor of Arts Degree in Political Economies of Industrialized Societies from the University of California, Berkeley, and Masters Degree in Business Administration from California State University, San Francisco. She holds credentials as a Qualified Pension Administrator (QPA) and a Certified Pension Consultant (CPC) through the American Society of Pension Professionals and Actuaries (ASPPA). She has been an instructor of ASPPA semester long courses, and a guest speaker at various private colleges, employee benefit groups, financial planning organizations and CPA societies. She is a member of the Board of Directors of the Placer Community Foundation and serves on the Board of Directors of the Retirement Industry Trust Association.
Larry Welch is the former Vice President of Indirect Procurement for Hewlett Packard. Prior to his retirement in June 2007, Larry had worldwide responsibility for all non-production purchases for HP in the areas of technology, marketing, services, HR, real estate, and travel. He was accountable for the development and implementation of company-wide procurement policy, strategies, tools and processes. Prior to his role in procurement, Larry has held a wide range of management positions within HP's operations, marketing and IT organizations including serving as IT manager and then Site General Manager at HP's Roseville campus. Larry is active in the community. He currently sits on the Executive Committee and Board of Pride Industries, one the largest employer of people with disabilities in the U.S. He has also served as a member of the Dean's Advisory Council for the UC Davis Graduate School of Management, was Chairman of Sacramento region's Valley Vision and was a member of the Citizens' Advisory Committee for the Placer County Open Space Initiative.
A native of Placer County, Mrs. Hamilton is owner and manager of Interiors by Mary Ann Hamilton, a home and office interior design firm. Prior to this work, Mrs. Hamilton served extensively as a teacher and counselor for at-risk students in Placer County. She graduated with a Bachelor of Arts degree from California State University of Sacramento with an emphasis in English and Elementary Education. Her civic experience in the Auburn region is vast and diverse. She served as board member for the Auburn Symphony, and was member of: the Architectural Review Committee for the City of Auburn, the Children's Home Society, Friends of the Library Board, and Parent Teacher Club for E.V. Cain School. She enjoys tennis, reading, gardening and cooking.
Janice Forbes is a native of Auburn, CA. She graduated from local schools, attended Mills College in Oakland, was elected to the Berkeley Chapter of Phi Beta Kappa, and received her B.A. from the University of California, Davis. She was publisher of Sierra Heritage Magazine, a regional magazine covering the Sierra Nevada mountain range, for 26 years and published a weekly community newspaper, The Sentinel, until 2010. In addition, she has been active in the planning and funding the restoration of the School Park Preserve and Cooper Amphitheater. She served several terms on the City of Auburn Economic Development Commission and on numerous local boards including the Auburn Area Chamber of Commerce, the Auburn Symphony and the Auburn-Placer Performing Arts Center. She is the Founding Chairman of the Board of Directors for Placer Community Foundation and is a founding board member of the Sierra Business Council, a regional business organization, where she continues to serve as a board member.
Ms. Burgess has served the philanthropic sector for the greater Placer County area for many years with her professional and civic work. She was Executive Director of Roseville Community Health Foundation, the fundraising arm of Sutter Roseville Medical Center from 1986 to 2002 and is the founding member of both Leave a Legacy in Placer County, and the Placer County Greater Collaborative for Children & Families. She is the past president of the Rotary Club of Roseville and served on the boards for the Roseville Chamber of Commerce and for California's Capital Chapter of the National Society of Fundraising Executives. She is a recipient of the Philanthropist Award from the Placer County Child Abuse Prevention Council, the Athena Award from the Roseville Chamber, "Outstanding Rotarian" from the local branch of the Rotary Club, is a multiple Paul Harris Fellow and is also a Senior Fellow with the American Leadership Forums Mountain Valley Chapter.
Guy Gibson is a lifelong resident of Roseville. He is a graduate of Roseville High School, UC Davis, and The University of the Pacific, McGeorge School of Law, where he was a member of the Traynor Honor Society. After graduating from law school, Mr. Gibson returned to Roseville to practice law with his father, Howard Gibson, under the firm name of Gibson & Gibson. His legal practice emphasized estate planning, business & real estate law. He is a certified specialist in probate, estate planning, and trust law by the State Bar of California. He is also a member of the Board of Directors of SureWest Communications. Mr. Gibson has always been very active in civic and community affairs. He has served on the Roseville City Board of Education, and two different city commissions. He was the 1998 President of the Roseville Chamber of Commerce, and a past President of the Placer County Bar Association. Guy is married to Sigrid Gibson, and has three children, Howard, Gina & Alexandria.
Todd Jensen is a Professor of Business at Sierra College. He is an active CPA and also serves on the faculties of CSU, Sacramento, UC Davis, and Golden Gate University. Prior to joining Sierra College, he served as the founding Chief Financial Officer of both Auburn Community Bank and Community 1st Bank. Todd lives in Auburn with his wife Adriana and is an active Rotarian in the Roseville Rotary club. He also participates in Placer High School events, where both of his children attend. In his spare time, he likes to swing a golf club.

Since retiring from Hewlett Packard in 2005 Ken has worked with companies, organizations and public entities to make their commitments to their employees and their communities clear, their strategy compelling, their programs effective and their reporting credible. Larson worked for Hewlett Packard Company for over 25 years in a variety of roles including Director of Corporate Social Responsibility, California Region Government and Public Affairs Manager, Sacramento Area Public Affairs Manager and various roles in Human Resources including Human Resources Manager for several of HP’s businesses. In these roles he was responsible for ensuring that HP’s business practices added to shareowner value as well as to appropriate, desired social value and environmental sustainability for customers, employees, partners and communities around the world. Ken lives near Folsom Lake with his wife Marie, a retired Community College instructor. They have two grown daughters and three grandchildren that they love to play with. Camping, travel and gardening are top priorities. Ken has served on many nonprofit boards that strive to bring social, economic and environmental justice to people around the world. Ken has a Master’s of Public Administration from UCLA and a Bachelor of Arts in Urban Affairs from Occidental College. He completed a year of graduate study in social welfare at the University of Stockholm, Sweden. In addition he lived in Japan and traveled extensively through Southeast Asia.
A native of Placer County, Kelly was born and raised in Auburn. She attended Willamette University in Salem, Oregon and earned a Bachelor of Arts Degree from University of California Los Angeles. She is a graduate of the Real Estate Institute and earned the Certified Residential Specialist designation. Kelly is from a family with a long tradition of civic minded action. In that spirit, she is continuing to play a part in helping support and grow the development of our community. Her contributions include President and Board of Directors member of the 20th District Agricultural Association, lifetime member of the Placer County Association of Realtors Masters Club, member of Board of Directors of the Placer Community Foundation. In 2011 Kelly received the prestigious Maurine Dobbas award from 20th District Agricultural Association Board of Directors for her contributions to the community. Her business career includes being a sales representative for a national firm, owner of a successful marine sales business and a founder of HomeTown Realtors. Most importantly, she has raised three children and two grandchildren ready to continue the family tradition of civic minded action.
Mr. Sands is Deputy District Attorney for Placer County and is a third generation Auburn resident. His participation on the Placer Community Foundation’s Board of Directors is preceded by his father, Harry Sands who served on the Community Foundation’s board for 34 years. Before his passing, Harry made an endowed gift in memory of his beloved wife, to the Placer Community Foundation. The Harry Sands Family Fund in Memory of Anne Sands will support causes in Auburn for generations. Like his father, Tim Sands values and is committed to, supporting community. He has served on the Community Foundation’s Grants Committee for the past two years, and has been a member of the Eureka Lodge No.16, Free & Accepted Masons in Auburn since 1995. Other associations include member of the Placer County Bar Association, trustee for the Placer County Law Library and member of Auburn’s Tahoe Club. An avid outdoorsman, he and his wife Colleen enjoy the Sierra Nevada mountain range and travelling abroad.
Mr. Sproul is a local attorney and partner of the law firm Sproul Trost LLP, located in Roseville. The firm specializes in providing quality transactional and litigation services to its business and real estate clients throughout the State of California. In representing developers, Mr. Sproul has been active in all aspects of the planning and development process including appearances before planning commissions, city councils and boards of supervisors regarding land use issues, site development problems and special district formation. In addition to the many nonprofit mutual benefit corporations that Mr. Sproul represents, he has represented a number of local and national charities which are classified as public benefit corporations, including the United Way of California, the United Way Sacramento Region, the Foundation of the State Bar of California, the California Musical Theatre, Capitol Public Radio and the California Urban Water Conservation Council. Services to these clients include general corporate counseling, employment law matters, tax exemption issues, tax-exempt bond financing, litigation services, corporate reorganizations and Attorney General regulatory matters.
Jim Williams is Chairman of Williams + Paddon, Architects + Planners, Inc. One of the largest and most reputable architecture firms in the Metropolitan area, Williams + Paddon is known for the quality of their design work and their leadership in sustainable design. Jim’s 27 year career with the company he co-founded in 1981 includes significant accomplishments in both civic affairs and business. His Civic Leadership includes serving as President of the Roseville Chamber of Commerce in 1993, three terms on the Sacramento Metropolitan Board of Directors, including serving as Vice-Chair for Regional Policy, as an Executive Board member of SACTO, the Urban Land Institute, as Co-Chair of the Region’s Partnership for Prosperity, as Chairman of the Board for Valley Vision and as President of the Board for South Placer Municipal Utility District.
In 1996, Jim was elected to serve on the Placer County Board of Supervisors where he served on numerous commissions and committees critical to maintaining our quality of life and a healthy economy. In 1994, he was honored with the Private Sector Award by the Placer County Economic Development Board for his efforts to streamline approval processes for job creating businesses. He was recognized by SACOG as Citizen of the Year in 2004 for his outreach efforts associated with the Sacramento Region’s Blueprint Project, and was selected Business Person of the Year in 2005 by the Roseville Chamber of Commerce. He was honored by the Sacramento Metro Chamber with the 2007 Peter McCuen Award for Civic Entrepreneurs.
